Christina Burns can afford her children’s back-to-school clothing, meals and basic needs. It’s after-school activities, such as karate and gymnastics classes, that she can’t pay for.
Her ex-husband is ordered to pay $891 per month to support their 8-year-old and 9-year-old children. He hasn’t been paying regularly and has a warrant out for his arrest. Ms. Burns says he owes her more than $21,000.
After their divorce in 2004, she struggled while waiting tables at a restaurant and a casino. Ms. Burns recently got an associate degree in nursing, and hopes her financial worries will begin to slacken.
She says some of her friends use child support to spite an ex. She is avoiding that, especially since she learned he is apparently on disability.
“I mean, it’s hard times for everybody. I really hate to send their dad to prison. Maybe he’s not paying because he can’t, or maybe he doesn’t want to. It’s just a mess. It leaves me with not knowing what to do,” she said.
Ms. Burns is among nearly 5,100 residents in Buchanan County who are supposed to receive child support payments but don’t.
The county’s child support enforcement division tries to collect for them. It sometimes takes drastic measures, such as asking for the arrest of a parent. The office is overseen by Prosecuting Attorney Dwight Scroggins, an unapologetic deadbeat collector.

Bringing in
the money
The child support division has consistently set records in bringing in the haul — an achievement attributed to a growing divorce rate and aggressive enforcement. The county went from collecting $2.1 million in child support in 1991 to $14.3 million in 2004 and $14.5 million in 2008.
Child support enforcement began in the 1970s as a cash-cow venture as the state sought to rein in parental debtors. Buchanan County has maintained its Level 1 enforcement — the highest form possible, that deals with everything from opening a child support case to overseeing the emancipation of a child from his or her parents.

Philosophical
differences
Mr. Scroggins has overseen child support enforcement in Buchanan County since 1991. He is heartened when the law catches up with parents who willingly don’t pay court-ordered support.
However, he is quick to say he does not want to turn delinquent parents into criminals, or “deadbeat dads” (men make up most noncustodial parents). Prosecution is the last resort when nothing else works.
“We start with the assumption in all our cases that these are people who want to support their child, and that we want to work with them to see that that gets done,” he said.
Successful child support collection occurs about 62 percent of the time (above state and national collection averages). When it fails, Mr. Scroggins said it’s often due to a difference in parental philosophy.
“They look at me first, and then my children. And I believe children are ahead of anything else in the world. Ahead of the light bill, ahead of the car payment, ahead of the cigarettes, ahead of the alcohol, ahead of visiting the boat,” he said.
He paints the chasm with courtroom examples of men in expensive sneakers and allegations of luxury expenses before family obligations.

Enforcing

The collection process begins when the custodial parent or a state welfare agency informs the local child support division that a parent has failed to pay maintenance. The division in St. Joseph’s Downtown staffs 22 employees, using state funds.
The office uses a variety of location techniques, ranging from automated database matches to skip-tracing to find an absent parent. Once an address is found, letters are mailed out. Mr. Scroggins said delinquent parents get 12 to 15 chances to respond to collection actions before matters are ratcheted up to arrest and criminal prosecution.
According to the child support division, so far this year more than $2 million in child support has been recovered in Buchanan County after criminal charges were filed and the parent placed on probation.

Lauded practices
In an economic downturn, banks have increasingly repossessed vehicles in which the owner consistently misses payments or hasn’t responded to collection attempts. In child support collections, prosecution is their version of towing the vehicle.
Income withholding and tax intercepts are the premier child support collection tool.
Mr. Scroggins has won praise from the state and other child support offices for collection practices, which he describes as different and effective. He recommends that parents work in the best interest of the children and keep the parent out of prison.
He says even when an arrest warrant is issued, concessions are made to keep the parent out of prison and working. He cites the idea of charging the parent with a misdemeanor instead of a felony, and giving the parent a signature bond or a suspended sentence to keep them out of prison.
“All you have to do is come in, sit down, talk with us and set up a payment schedule,” he said.

I would like to know why they didn't mention their success rate concerning the out of state cases they have? i know a few who have a deadbeat out of state. so i can guess why that wasn't brought up.
Of course the out of state weren't mentioned!! That's because when they are able to collect any significant amount they immediately put it in their coffers and don't distribute it to the recipient. Confirmed case . . .
I would also like to see the officials comment on those who are arrested for non-support when the payment comes out of their checks - they don't have the option to "pay."
I have seen hard working men be removed from their jobs, in work clothes, on the clock, in handcuffs - only to spend 24 to 48 hours in jail and have the case dropped once it goes to court. Nevermind that the "offender" has proof in the form of a current check stub in his wallet, the police cannot be bothered because law says that once a warrant is issued the officer, "shall" make the arrest, not, "may" make the arrest - there is no discretion with a warrant.
Then address why those who dropped the ball in sending the payment. Let them spend 24 to 48 hours in jail for their mistake - accountability is key. If they were facing criminal charges for not doing their job my guess is we would see a dramatic decrease in cases where payments are current.
It's worth noting that department funding is determined in part by arrest numbers. I'm not implying that's what's going on, only that I wouldn't be surprised.
Why aren't the clerks' feet being held to the fire?
This was the funniest article I have ever read. My ex was on probation for two years for failure to pay. He got dragged into court three times, Judge Taylor told him to pay, and he did for ONE MONTH, then quit. His probation ended last year with him owing $3000.00 But his probation was not extended. He now owes $6500, no probation, no warrants!
I thought Buchanan County was rated based on the quantity of new child support cases opened rather than the amount of money collected.

dges- Its people like you who make me SICK!!!!!!!!! The child support office is not perfect. And Im sure you are not either. Im sure your two children and there garage sale clothes are just fine. I had to raise my daughter on garage sale clothes because of a lack of support due to THE TRICKS of the respondent parent. It is a moral decision for the payer to do just PAY IT and dont complain. You sound very one sided. I unfortunately made enough money to not recieve any benefits. But I managed alone. Not complaining. Then I married a great guy with no children and he never COMPLAINED about being financially responsible for someone else's child. Although he does believe men and women should be enforced to support thier children. Im glad our child support office is doing thier job. If they weren't someone else would complain IM sure. My child and I also ate ramen noodles and it didn't hurt us any. I wish I could have went to the boat or bingo. The men and women should just shut up and pay or go to JAIL!

it seems as if the county is only interested in enforcing the law when it comes to parents that draw support from the state. If the parent (usually the mother)has a descent job and doesn't draw food stamps, medicaid, etc. then the dead beat parent is ignored. But when it comes to getting the states money back then the prosecutors office is on the ball. I agree with "dges", the system is broken and needs to be overhauled. I have 1 of my children 50% of the time and the other all the time and i am still obligated to pay child support because I make more money than my ex, who refuses to work. But when does both spouses become financially responsible to support the children not just one of them. The system isn't fair for the nondeadbeat parents...

fathers do not have a chance in divorce court, dwight scroggins has often said that both parents are equally responsible financialy for the support of their children
however if the dad loses his job or has financial problems, and cannot pay he goes to jail however the mother sets at home, lives off the state, and government and does not do her part in supporting the children she never goes to jail
and i have another beef i had three children, never been arrested, or ever been abusive husband or father two of the three children wanted to live with me but this was not allowed by the judge, i asked why and was told to set down and be quiet or i will be in contempt, in st. josephs court justice does not exist for fathers, i would like to know where in the constitution, bible, laws, or anything else where it says fathers are not allowed custody of their children because they are not a good parent?, my children are not happy at all living with their mother

I believe Dwight Scroggins is a joke and needs to be voted out, we do need term limits. His office is crooked in every way. Even the dads that keep current when the time comes for their support to end they must hire a lawyer, his office will do nothing to help them. They must pay a lawyer sounds crooked to me. I guess if you wear a short enough skirt or have your blouse unbuttoned enough you will get your way with Scroggins, again I believe it's time for a new prosecutor he answers to no one.
I would also like to know out of the amount of money Scroggins always brags about collecting how much of it is from people who always pay and how much of it is from back support. You can list millions of dollars collected how much of it is delinquent. Also as stated above just because someone is ordered to pay a certain amount are they paying it and is he adding that amount to his totals. Dwight Scroggins is crooked I don't believe anything he says.
I received one check for 50.00 (after the child support enforcement took their 25.00 off the top) and that was it. My son was 14 years old when my ex got his "disability". Until he was actually found disabled, the court would do nothing about the amount due or the arrearages. Keep in mind his child support payment was court ordered at only 25.00 per week. We divorced when my son was an infant. My ex had cars, a home, CB radios, and nice furniture. He went on to have 3 other children, while I struggled, always waiting for help. I got the first social security payment once the ex was found disabled, our son was 15 and the check was for 138.00 I got the 138.00 a month, and no insurance coverage and little in the way of a raise for 3 years. Then our son left my home at 18. So I got that "support" for the 3 years out of the 18. No arrearage was ever paid. He owed in excess of 19,000 but I never got it. I hear the men gripe about paying. I hear them say what they do about the woman don't need the money and how hard they work and get little due to child support payments. But in my case in addition to no child support, I also got nothing else for my child from my ex. He sent No birthday presents, no christmas presents, no halloween costumes, no valentines, easter baskets, coats, school supplies, bandaids, money for school pictures, yearbooks, football games, movies, GI JOE, walkman, letter jacket, school ring, dates and presents for birthday parties invited to, nothing. I supplied it. I gave my all. He gave NOTHING. I worked always, so I did not qualify for any assistance. I dont go to the boat or the bar. I don't fit that category described by the all caps poster. My child got by, but with no extras. My ex had no insurance either and my low paying job didn't have insurance, so my child had to have those low income "people on a sliding fee scale" eyeglasses. You know, the ugly ones that no child wants to wear? But we got by. Child support enforcement? I think they need an overhaul. I think they need a phone number with a person that answers the stupid phone instead of having to go through such nonsense when you have a simple question. They can always hang up on the deadbeat dads if they need to. And these dads that keep having babies with different women? Get some condoms and stop griping!
bdog,obtaining custady is a whole different ball of wax.But at the time of the divorce the state always will suggest that the mother should retain coustody of minor children. until proven different. which is hard to prove even if the facts are there.They tend to believe the mother can offer a more stable type of care as far as love, and affection goes, as men tend to be a little rougher around the edges in that department, not that the love isnt there , just the way its presented during a time of uncertainty in the beginning of the divorce ,, But if your children are unhappy in the situation their in, you should look into it

I started paying in 1980, stopped paying in 1998. Was behind a time or two and it just took a couple of phone calls to get a payment schedule worked out with my ex, the court never contacted me about anything in the entire 18 years. (Child was three when we split). I agreed in 89 to pay more, only seemed right, and always threw in a little in July for new school clothes and the like. Were there times it was hard? Yes. Were there times I did without? Yes. But I managed just fine, we all survived and things turned out well. There are circumstances beyond anyone's control that happen and I have seen dad's go through hell trying to keep current after a job loss or a simple cut in hours. There has got to be some give and take from both parents or it will never get fixed. The courts don't seem to grasp that very well and that has something to do with the number of people in arrears. I'm not saying that there aren't any deadbeat parents because I know there are. That being said not ALL that fall behind are bad people even though they seem to get painted with that broad brush.
I think I can see both sides of the spectrum here. My daughter is ordered child support of $300 a month she has received a total of $100 in 2 1/2 years. The guy is still walking the streets and has 4 kids under the age of 2 1/2 maybe if he had been in jail instead of reproducing there wouldn't be 3 kids on welfare. My daughter works 2 jobs and goes to school FT to pay for her daughter's care. I agree it doesn't do any good to throw the guy in jail if he is trying but if he is doing NOTHING then he needs to sit in jail!
dges, well how pathetic. let me ask u a question, if your child support that u are paying to support ur children is going to buy drugs, why don't you go to court and have custody changed? why allow your children to knowingly live in those kinds of conditions. or is that just so you can gripe because based on your income, you have to pay a significant amount, it's all based on income, if u weren't paying and they had to receive tanf, they you should be paying that back, however, housing, food stamps and medicaid do not have to be reimbursed, housing as well as the other programs are based on your income including child support. so somwhere this story doesn't track.

Well relly deb i did tried, but things always seemed to be nice and neat bye the time the proper authorities arrived .. did you KnoW the accused are notified in advance ,and that there have been accusations made no suprise visits .AND also deb I finished my support payments 4 years ago .and recieve at least a 2.00 check once a year for my re embursement.. and still have them so i can throw the state departments balance off for the year....hahahah
Anybody that pays child support should keep every piece of mail from the support division,courts,ect... and payment stubs and motions for adjustments which come every 3 years, because you will diefinatly need them to help when the time comes,remember you have NO SYSTEM BEHIND YOU. After 20 years of being caught up in the support system I;ve forgot more about it than most people will ever know about it.. i ended up with a trash bag full of mail and not one piece was in my favor, I finally burnt it once i knew for sure it was over. If Buchannan county is so good at collecting then why is one man living in Gentry Co. and has been arrested twice in just over a year for felony non support and has had nothing done to him and he yet has another warrant for his arrest for felony non support again now.All theses cases are being charged in Buchannan Co. And the really sad part is he just had yet another child for the taxpayers to support as he is not working yet again.I'm willing to bet that his check was starting to get garnished for the last arrest he had back in March and he quit to avoid paying.I'm all for giving someone a second chance but lets be real here how many chances does someone like this deserveor should I say how many more of his children doe we as taxpayers have to support for him?
I paid child support for 15 years and went through 2 plant closings and managed to pay. I also had trouble with visitation for several years and the only way I could see my child was to file contempt of court charges against my ex- wife and this was a big expense everytime I had to do this.I also had a ex that would every 3 years as allowed by law with the states help go back and ask for a raise but anytime I was not getting to see my child I had to hire a lawyer and pay court cost and filing fees.And on a closing note if you are a man make darn sure if your ex or ex to be has Grace Day as her attorney hide anything you can from her or you will have nothing and have to start all over.I know divorce is a 2 way street but from my experiences it was kind of onesided in my case and I am glad it is over today and behind me.I have children today and my current wife is the best and I could not ask for anyone better.She puts upp with me.Ha Ha.I feel your pain dges really I do been there and done that.
Where to began about child support... I think first off i will start by saying its not fair whether your a on the recieving or the supplying side! I think that when your the "ex" receiving its never enough and when your the "ex" giving its always to much! I have been with my husband for 5 years and he has a child with an ex highschool fling. He pays 400.00 a month for this 1 child, needless to say we have 2 other children of our own, my husband is our only income, i stay at home with both of our children who are under the age of 2 because the daycare for a child these days are out of this world. My husband is a very good husband & one heck of a father, he has always done his best to make sure none of our kids go without! When the child support was modified 2.5 years ago right before our first child together was born, his first child was placed in one of the most expensive daycares around town, as soon as the modification went through, the child was pulld out of that daycare and placed in head start(which is free) during the modification they compare the incomes and my husband and his ex only had a 2 dollar diffrence in their income, his c.s. went up 200.00 dollars at this time because of the daycare his child was in at the time. Like i have said above he has 2 other children now and i think it is insane that he still has to pay this much for one child. We have wrote lettrs to the c.s. asking them for a reduction in the c.s. and they reply that having 2 other children, a lower in income is not enough reason for the c.s. to be lowered! i have to call B.S.!!!!! I dont think that any child should have to go without just because their parents didnt work out, and i also dont think that any other child/ren should have to go without because their mother/father has a past. i think that the c.s. system is a JOKE, it will never be fair! i think its just somethang else that will never go the way we would like it to in life!

I, too, do not receive support from my ex. He is an able bodied man. He made a son with me. After we split up and he was unable to compensate for our son he still continued to go out and make multiple children with multiple women.
He gets food stamps, Medicaid, free school lunches for his children, etc. His wife works, but not him. He chooses to be a stay-at-home dad so that I can't get any money out of him until income tax time when they take him and his wife's income tax return.
He never sends Christmas cards, birthday cards, etc. He never gives gifts to his son or buys him toys or school clothing.
But, you know what? My son does well without him. My son is a straight A student. He dresses well thanks to me and my new husband. The best thing about this whole situation is that my son is almost 12 yrs old and fully understand that his dad isn't a good person and knows that he is the boy that he is due to me and his stepfather. He has made this determination himself and that makes everything worthwhile.
It appears that jail is the only option some may understand. It is beyond my comprehension how someone could parent a child and then make no effort at all to support it. I however also have difficulty grasping one parent doing very well while the other struggles and still hammering them, whether it be the mother or father for child support. It all boils down to how the parents communicate and what moral fiber they are cut from. Our children are in fact our national treasure, some just need a little reminder on occasion.
Child support is a tricky issue and it does need handled differently. I feel so bad for many parents who end up having to pay way too much. The way I see it, it takes 2 people to make the child so why is the only one responsible the one not living with the child? The parents should only have to support the child and not the ex too. The parent not with the child full-time should be responsible for buying the clothes, shoes, and things for school and half the daycare costs. And and other things that are actually for the child. That way the one the child lives with pays the bills, food, etc. They should not have to pay so much that the other parent has new everything. Both people should be responsible for raising the child. I get tired of people crying that the ex isnt paying them enough. This would solve all that.

yes i know they notify them and that i something that a good friend is trying to get that changed. a little boy died on the eastern side of the state because of this, and dss workers falsifying their report stating they saw the child when they didn't. so yes i know they notify them of visits beforehand, which is the stupidist thing i have ever heard.

Now tell us Please tell us how much money is generated monthly to this Account and were does the intrest go? Let's see 14 million, wonder what the intrest on that would be? And it's all about the Children, I for one pay my child support, But get this..I havent seen my son for almost two years. because i do not wish to pay games with the Childs Mother. But Who's fault is that you ask? The proud Court's System doesnt handle custody issue's so they exspect me to hire a lawyer in order to see my son. I just hope that the Courts truly believe that the Money is doing a Great job of raising My son.
I've always thought a man would rather work for something than work for free. I have a Pessimistic idea, If you look around when your out and about you'll see worker's throughout the City cutting grass doing work on the highways ect ect. But these worker's are actually inmates, I'm all for the rehabilitation of the inmate, but come on People, I say all these outta work father's that cant find job's or the one's that just wont look. Place them in a program that take's them to work Everyday, and at the end of His or Her's work week the Money is paid towards their support. instead we let level two and three inmates out here to do Our City's and County, and State jobs and pay the average Everyday worker baby sitting fees. I figure this way The Child Support is paid, Prison's are not full of men that dont belong in there, and " A Man would rather work for something than Nothing.
Has anybody had this problem? A friend of mine has 2 children he is paying support on, he is current on his support. One is now 18 & out of school, if he goes up to have her dropped off it cost him to file, if the ex goes up it's free for her, now that's what I call fair. Also the 18 yr old went to the Court House they told her she couldn't drop herself. He also was informed although there will now only be 1 child on his case his support will not be reduced unless it states in his divorce decree so much for each child.He pays over $200.00 per week. I can not believe he will have to pay the same amount for 1 child as 2. His support should be reduced. Is this another of Scroggins ideas to screw the parent that pays. Again it's time to vote him out of office.

Why would any sane lawyer run against him and possibly lose? Look what he does currently against Judge Robb. He ruled against the prosecutor in some case and now the prosecutor's office take a change of judge on almost all cases assigned by the computer to Judge Robb.

Seriously my daughter turned three in May.. I have collected a little 500 total for her support. The amount I am supposed to get should be a measly $199 a month. This man is perfectly capable of working, well that is except for his addiction to drinking from the time he wakes up until he goes to bed and in the middle.
What have they done for me??? Nothing.. this is in the felony status now. I have sent numerous letters, updating address info. etc. They have done nothing.
I too work full time, and sadly enough at 10 an hour I make way too much to get "any" help with her at all. We manage. She is happy and I am happy. But the point is he doesn't even try...

I'm one of the "lucky" ciizens of this county that has to pay child support. My experience has not been too bad so to speak.... other than one incident
My sons mother took our son on my visitation time out of state and then the next week took him from daycare and I didnt get him at all.
I filed a police report with SJPD and was happy with how they handled the case... HOWEVER I recieved a call from the PA's Office a week later and was told they would not do anything about it, that she and I needed to work things out between us.... Im only left to wonder if the situation was reversed if I would have been sent to jail by Mr. Scroggins?????

Actually ufco8 the support dosent stop until the end of the 18th year or 19 in other words... Then if some one is behind it continues until all arrearages are payed in full ,,that is why a person needs to keep close track of all payments... the easy way to do this is to go to the support office and get an ammoritization sheet of all payments made, this is very helpful it also shows ,motions to modifiy ,arrearages, garnishments,every payment ever made and what day it was made on, mine was 10 feet long,then all the bases are covered,,BUT at a cost of 1.00per page of course,,, but it could save someone hundreds mabey thousands,, i d like to see every person go get one of these and flood the office,, as they seemed to feel it was a major hassel to do it for me, also you are right they will try to raise it after on child drops off ,YOU JUST GOT TO FIGHT IT , Pass it on about the sheets because it will be helpful in the end....

I have never had a problem getting questions answered or problems handled from jeff city. Talking to the office here in town, I avoid that if I can, they have intelligence issues. The problem I have is that there isn't a cost of living increase. I provide health insurance and that has increased dramatically over the last 5 yrs and I have not had a single increase in child support.
I don't feel sorry for men who have to pay child support or men who have to work 2 jobs "just to get by". People who think that their ex drives a new car with the child support money are crazy! Could it be because they have worked for it? Child support doesn't even cover 1/2 of my kids insurance, much less a car payment...Good grief!!
My daughter turned 16 last month. In 1993, her father was ordered to pay $75 per month in child support. I have never had it adjusted because in 16 years he has paid a total of $1500. The CS office informed me that if I had it adjusted and he wasn't working, they could lower it. Are you kidding me? Can't get much lower than $75. That MIGHT pay for her school fees. He has been in and out of prison, through the court system, and currently has a warrant for failure to appear after he was picked up and released on a PR bond.
I am also tired of hearing the paying party complain about paying too much for support. If I added up her clothing, medical, food, school stuff, extra's, etc. I bet you I'm paying out way more than he is. I also agree that if you are on assistance, those people are targeted first. When I received medicaid on her, he paid. As soon as the medicaid was dropped, so did his payments. I never get updated on my case, and sure don't have the time to go to the CS office in the middle of the day to "meet with someone in person about my case." So says their recording at the office.
It won't do any good anyway. He'll be picked up, go to court, be placed on probation yet again, fail to pay, take another 3 years to find him, and round and round we go. For all of you who haven't received anything for your children, print this article and attach a letter to the CS office asking where your child's portion of this $14.3 million is. I bet they'd crap their pants if they received 5,100 letters!
YOU are right smomof3 the person who recieves support has no problems getting answers ,but if the other side asks for info, its always confidental info that cant be released and contact you attourney,, public defenders cant be used either..as far as insurance goes why do you pay this? in most csi ruleings the payer provides this, which by the way isnt absorbed into the payment figures , its just extra....and its something you should look into maby look over your divorce decree and see if there is something your attourney missed, i lost a good job that had great ins , and had to pay high dollar suplimental ins in order to keep out of jail,, did you perhaps have a job with better ins? if so you were probably awarded more support because you provided ins,, AS far as the new cars... as long as its within their budget and they dont neglect the childs needs ,good for them, alot of wemon seek out new spouses after divorce to offset their woes .in turn the spouse benefits with food stamps, housing, ect to help them budget in new toys also, my ex saved all her child support for for 2 years because her new ,now ex boyfriend made good money and used it to get breast implants thats fact not fiction...
Jambreman...my husband got custody....the ex was court ordered to pay $25 per week...she never paid...it had to get over $1200 before the court did anything ...now she could afford to go out partying and smoke cigarettes...
Isnt it strange how it works when the shoes on the other foot? akm and also does it really cost one person more than another to raise a child ( EXAMPLE) ON GUY PAYS 400.00 a month for 4 kids ,another pays 1000.00 for 2 kids ,dont the parties involved agree they dont want too be together anymore, so why does a standard of living follow the child when a person gives up that lifestyle in a divorce... as things may change down the road for the provider at some point which may be beyond their control.... support should be set in a whats good for 1 is good for all setting ,,,just my opinion...
dges I 100% agree with your statements. I also agree there is alot of people who don't pay or have anything to do with their children, they are deadbeats. The ones that do get no help on any problems from Scrogings crooked system. All you hear is that's a civil case hire a lawyer, although his office represents the women at no charge. If you are court ordered to pay child support, also the court orders the visitation times, holidays & everything else then why if it's all a court order is child support all Scroggins goes after. How is one part civil & another is criminal. Is it not all a court order? If your ex denies you visitation too bad, that's civil. Again Scroggins is crooked someone needs to run against him.
The criminal part of it helps keep the lawyers busy , who will take support cases all day long ,because they already know what the outcome will be and dont have to put any time on it, do ya think scrog and the boys arent tighter than a new pair of shoes UFC? The best bet would be get an out of town lawyer( OR WOULD IT) Theres more deals made in the court house cafe than there are in the court rooms . bottem line is if a person ends up in the courts just bend over and grab your ankels cause thats the way its gonna end
dges, I agree with you. This is alittle off the subject but when you mentioned about how law is praticed in Buchanan County you were right on. Im sure people remember The Tripp trail. This Kids Family got a lawyer from outta town that made not only Mr. Scroggin's and Our Court here look BackWood's and Stupid,But made the Whole City. Because some how this man keeps winning election after election.
These would be the same voters who turn down school bonds and levies?
